To promote green shipping globally and meet IMO’s 2020
global sulfur limit, China’s major oil companies have all
introduced tailored production plans and solutions for
LSFO. For example, in 2019, Sinopec announced that its
annual production capacity for low sulfur heavy marine
fuels would reach 10 million metric tons in 2020 and
over 15 million metric tons by 2023. To meet this target,
Sinopec has made changes to ten subsidiary refineries
in the Bohai Sea Rim, Yangtze River Delta, and South
China. Likewise, CNPC announced that it was preparing
its refineries to produce a targeted four million metric tons
of LSFO each year. As of April 2020, refineries operated
by Sinopec, CNPC, CNOOC, and Sinochem as well as
some of the independent refineries had successfully
produced low sulfur heavy marine fuels that meet national
standards.
