The Maritime Law of the People’s Republic of China
defines a carrier as “the person by whom or in whose
name a contract of carriage of goods by sea has been
concluded with a shipper.” Carriers mainly include liner
companies and NVOCCs. A liner offers international
shipping services with leased or its own container ships.
By contrast, a NVOCC, upon accepting goods from a
shipper in the capacity of a carrier, consigns the goods as
a shipper to a liner for shipping
